The electricity market will need at least three major changes to pave the way for new nuclear power in the biggest industry shake-up since privatisation, according to the Energy Minister.

Charles Hendry, the Tory MP, has told The Daily Telegraph that two more incentives would be needed for nuclear beyond the Government's plans for a "carbon floor price". This measure, due to be set out in a key paper on electricity market reform this month, will artificially raise the cost of carbon allowances to penalise fossil fuel generators and reward low-carbon power.
But Mr Hendry said that on top of this reform, he is "very much" in favour of capacity payments for low-carbon electricity generation – an option championed by EDF. This would reward companies for making their electricity generation capacity available to the grid, even if it is just as a back-up.
Mr Hendry acknowledged that this would still not be enough to persuade nuclear companies to build their plants in the UK.
"There will still need to be an additional third mechanism," he said, adding that an obligation on suppliers to provide a certain proportion of low-carbon power or contracts-for-difference in the electricity market are two key options under consideration.
"This is one of the most important things we will do this parliament and it will be the most fundamental reform since privatisation 30 years ago," the minister said.
Mr Hendry said the Government will propose a number of options to industry for further consultation, but will give a "significant steer" as to its preferred measures to encourage nuclear and other low-carbon power.
The reforms are a sign that the Government has been listening closely to industry concerns.
EDF is planning to build Britain's first nuclear power station by 2018, but its chief executive, Vincent de Rivaz, has long been pushing for market reform to ensure that the £20bn investment is affordable.
The Government wants 10 new nuclear power stations, but there are still a number of obstacles - including market reform - to be ironed out before they are built.
A briefing paper prepared by the Office of Nuclear Development (OND) recently showed that there has already been "some slippage of about six to nine months" due to planning delays, the election and the long approval process for reactor designs. Mark Higson, chief executive of the OND admitted to the delay, but insists the current 2018 timetable is still achievable.
Separately, the Government published its annual security of supply outlook on Thursday, predicting that Britain would be well supplied with gas this winter.
"The outlook for security of gas supply is broadly benign in the near term," it said. "This does not mean that it is risk-free; there are risks, both in the short term, and towards the second half of the decade, when some uncertainties remain." The paper also warned that investment in gas storage projects "might slip".

EDF and Areva Urged to Cut Losses, Avoid More Financial Damage From “Doomed Technology”; Major Implications for U.S. Nuclear Loan Guarantee Program, Which EDF Seeks to Tap for EPR.
WASHINGTON, D.C. & LONDON///November 4, 2010///Even if it is propped up with extensive government subsidies or full cost-recovery from ratepayers, the “Evolutionary Power Reactor” (EPR) – which the French government-controlled utility, Electricité de France (EDF) plans to deliver for the troubled Calvert Cliffs-3 project and other sites in the United States – is “in crisis” to such a severe extent that it is likely to be an economic failure, according to a new report released today by University of Greenwich Professor of Energy Studies Stephen Thomas.
The Thomas report findings have special resonance in the U.S. given EDF’s attempt to salvage the Calvert Cliffs-3 nuclear reactor project, which is considered a leading candidate for U.S. loan guarantees backed by American taxpayers. In addition to Calvert Cliffs-3 in Maryland, the EPR was selected as the reactor design in the U.S. for Bell Bend in Pennsylvania, Nine Mile Point in New York and Callaway in Missouri (latter two applications currently suspended).
Commenting on the new report, Professor Thomas said: “From a business point of view, the right course for EDF and Areva seems clear. They must cut their losses and abandon the EPR now. In the short-term this will require some painful write-offs, for example, of investments in the UK and the USA, but in the long-term, the losses will be much greater if they continue to try to make the EPR work. Areva’s main business is its reactor servicing and fuel activities and these would be little affected by the abandonment of the EPR. EDF already has too much nuclear generating capacity in France, so not ordering more reactors will save it from unnecessary capital expenditure at a time when it acknowledges its debts are too high.”
As for recent moves by EDF in the U.S. market, the Thomas report notes: “While the political wrangling about how much Congress will be prepared to allow the US DOE to offer in loan guarantees, the deteriorating prospective economics for new nuclear reactors and the economic risk they pose to their owners may mean that relatively few loan guarantees are granted. The projects most likely to go ahead are those with the ‘belt and braces’ of Federal loan guarantees and a state regulatory body that commits to allowing the utility to recover its costs from consumers. Calvert Cliffs and Bell Bend would be exposed to the PJM electricity market and therefore could expect no support from the state regulator. If the Calvert Cliffs project does collapse and an existing project, such as Bell Bend cannot be brought in to replace it, it is hard to see how the EPR could survive in the USA.”
The Thomas report draws the following major conclusions:
Construction has “gone dramatically wrong” at both of the sites in Europe where the EPR is currentlybeing built. As Thomas notes: “The two sites in Europe where EPR is under construction, Olkiluoto and Flamanville, have gone dramatically wrong from the start of construction. It might have been argued that the problems at Olkiluoto were due to the lack of experience of the utility and the inexperience of Areva NP in carrying out the architect engineering. However, the fact that EDF, the most experienced nuclear utility in the world seems to be doing no better at Flamanville suggests the main problems are more related to the build-ability of the design itself than to specific issues at Olkiluoto.”
The price at which the EPR is being offered is so high that all contests in which the EPR has been bid have either been abandoned (South Africa and Canada) or the contract has gone to a much lower bid from a competitor (UAE). In the report, Thomas explains: “As early as 1995 and again in 1997, there were concerns about the cost of the EPR then expected to be US$2000/kW but when other vendors began to claim they could build plants for US$1000/kW, [Areva] seems to have felt obliged to follow suit. While it did not claim US$1000/kW was possible, it did claim reactors could be built for less than US$1500/kW in 1998 and 2001, less than a quarter of the prices it is now offering a decade later. At US$6000/kW or more, it seems unlikely that EPR will be affordable except where huge public subsidiesare offered and/or there is a strong likelihood of full cost recovery from consumers, no matter what the cost is.”
Potential markets such as the USA, UK and Italy all look problematic. Reactor orders, if placed at all, will be much later than expected. The Thomas report explains: “As the reality of these high costs hits home, it is likely that even markets in which government support for new nuclear orders has been strongest, such as the USA and UK, will find it difficult to support the costs.”
The process of obtaining safety approval in France, UK and the USA is incomplete and, even if successful, the features needed to achieve regulatory approval may add significantly to costs. The Thomas report points out: “The intuitively plausible notion that a new generation of nuclear reactors, starting without a blank sheet of paper could easily come up with a more rational and cheaper, yet safer design of reactor has been shown to be an illusion by the lengthy and still incomplete process of gaining safety approval. The Finnish and French authorities’ decision to allow construction to start before full generic approval had been given looks particularly ill-judged.”
Professor Thomas said: “From a political point of view, France has invested so much political and financial capital in being the world leader in nuclear technology, such a decision to abandon the design will be politically too painful until it becomes unavoidable. However, for the governments of countries like the USA and the UK, which have invested little political capital in the French nuclear dream, the sensible course is clear: stop all investment of public money in the doomed EPR technology.”

About 30,000 anti-nuclear protesters are expected to demonstrate tomorrow against a shipment of highly radioactive nuclear waste, nicknamed "Chernobyl on wheels", that is being moved across France and Germany by train.
Although the exact route of the convoy is being kept secret, protesters have organised demonstrations at cities along its 900-mile route.
At least 17,000 German riot police are poised for what could be one of the biggest anti-nuclear demonstrations in years. By early this afternoon hundreds of activists had chained themselves to trees along the route or were preparing to lock themselves to the railway track.

The specially constructed low-speed train, carrying 123 tonnes of German radioactive waste, which was reprocessed in eastern France, started out today from Valognes, Normandy, near La Hague. It was expected to cross the French-German border early tomorrow and to arrive in Gorleben, in the far north-east of Lower Saxony, a few hours later.
Yannick Rousselet, of Greenpeace, said: "Never in history has such a quantity of radioactive material ever been transported."
Laura Hameaux, of Sortir du Nucléaire, a network of 875 anti-nuclear groups, said: "It is at least twice the radioactivity of all the radioactive pollution from the Chernobyl catastrophe and [local people] haven't even been informed of its route."
The waste convoy is the 11th of its type between France and Germany since 1996. In 2004 an anti-nuclear protester died in France after his leg was cut off by a train transporting nuclear waste to Germany. He had been sitting on the railway track.
Protesters have tried to block previous trains, but protests over the latest convoy have been boosted in Germany by growing public anger at the decision by Angela Merkel's government to extend the life of the country's existing nuclear power plants for an extra 12 years.
The decision is a reversal of one of the policy achievements of the government of the former Social Democratic chancellor Gerhard Schröder. Areva, the industrial conglomerate and leader in nuclear power, has agreements with Germany, Japan, Switzerland, Belgium and Holland to reprocess spent fuel from nuclear power plants. It receives, stores and processes the fuel, which remains the property of the country that produced it; the waste is sent back after treatment.
The latest shipment of waste will arrive in the German town of Dannenberg tomorrow and be transported the final 12 miles by lorry to Gorleben to be dumped into underground shafts. There are doubts about the safety of the storage following evidence of a high danger of groundwater contamination at the site.
Rebecca Harms, a Green MEP, said she expected the protest to be the biggest for years. "This year's transport of nuclear waste will provoke more opposition than ever before. It's time that people's concerns are finally listened to." she said.
Greenpeace has warned that the load contains even higher than normal levels of radioactive waste, due to the fact that the rods were in use for longer than usual.
Police and politicians have called for the nuclear industry, and not the taxpayer, to foot the €50m (£43m) bill the security operation is expected to cost.
Areva said today: "All operations related to these transports and the equipment used comply with the relevant national and international regulations that have been issued with the involvement of representatives from member states." The company insists the waste containers have been designed to withstand a 50-metre fall on to concrete and a fire of 800C (1,472F) lasting 30 minutes.
Christophe Neugnot, Areva spokesman, called Greenpeace's action a smokescreen avoiding "the real issue of the rebirth of nuclear power throughout Europe". He said: "If we want to produce electricity all the time at a reduced price and without heating up the planet we cannot do without nuclear. Renewable energies remain insufficient today. This convoy is less radioactive than six similar transports carried out by Areva in the last few years. We have nothing to hide." Greenpeace is suing Areva for what is says is "illegal storage of waste" at Valognes.
Anti-nuclear protesters said they were not aiming to hold up the convoy but highlight the failure of the nuclear industry to find long-term solutions to the waste it produces. Every year about 7,000 cubic metres of waste are produced by the 143 nuclear reactors in the EU. "It's like thinking up the idea of an aeroplane without thinking of where it's going to land," Rousselet said.

Waste disposal

The radioactive by-products of nuclear fission were processed by heating the waste until the liquid evaporated and formed a powder which was then "vitrified" – fused with glass in a melting furnace. The molten glass was then poured into stainless steel canisters, left to cool and fitted with a welded cover. The canisters, weighing 400kg each, are being carried in 11 train wagons made of forged steel or cast iron that have been used to transport nuclear waste between France and Germany since 1996. Another four carriages in the train are occupied by French CRS – armed riot police – ready to intervene in the event of security breaches. Helicopters are flying over the train paying particular attention to bridges and possible obstacles on the railway line. On arrival the estimated 308 canisters will be removed from their casks and buried into rock.

Protest day to be held in Thornbury against nuclear power station proposal

A DAY of protest against a nuclear power station being built in Shepperdine is being held later this month.

Local campaign group Shepperdine Against Nuclear Energy (SANE) has organised the event, which will include lectures and a protest march through Thornbury, to demonstrate the strength of local feeling about new nuclear build.

Reg Illingworth, chairman of SANE, said: "We have 10 weeks to convince the Department for Energy and Climate Change (DECC) that Shepperdine is unsuitable. We will display lots of energy and passion to save ourselves and future generations from the scourge of new nuclear in Shepperdine and beyond."


SANE was dealt a blow to its campaign last month when Chris Huhne, Secretary of State for Energy, announced Shepperdine, near Oldbury, was still considered a suitable site for a new generation nuclear power station.

DECC released a list of eight sites across the country of preferred sites as part of the government’s revised draft Nuclear National Policy Statement.

SANE had hoped Oldbury would be dropped from the list because it is the only site that would require cooling towers as part of the development.

On Saturday, November 27 a series of lectures are to be held in the Cossham Hall on why nuclear energy could be considered no longer relevant.

Visiting lecturers to the town include Professor Steve Thomas from the University of Greenwich Business School, and Professor Tom Burke, senior business advisor to the Foreign Secretary’s Special Representative on climate change.


After the lectures SANE will then coordinate a protest march from the Cossham Hall around Thornbury, when campaigners are welcome to join in with placards and banners.

Mr Illingworth said: "It is a true David versus Goliath battle against two massive avaricious, German Energy companies along with support from parts of DECC, and the government."

DECC has now launched a new three-month consultation on its revised draft Nuclear National Policy Statement.

The consultation can be found at www.energynpsconsultation.decc.gov.uk Members of the public have until January 24, 2011 to comment.

Something peculiar?

Hello everybody, Reg here, I am in Berlin this week and it is refreshing to meet with the high proportion of like minded people in Germany who know that nuclear energy is not an answer.

It is peculiar that when I try and view this blog I get a message saying " you have requested a blocked webpage"
.

Does anyone know if this is common? Can somebody please send an email to oldburynuclear@btinternet.com to confirm the blog is still up and working.

My vodafone iPhone is also not sourcing....vodafone can't understand why, there must be a fault with the device?
