Could Horizon destroy vast swathes of England and/or Wales and get away with it?

This is an email we have sent to Steve Webb to try and get some confirmation of the legal statuses of the E-on/RWE joint venture companies.

This question was asked to Tim and Leon at the Horizon meeting in March and no answer could be provided---maybe they have had time to think up an answer?

I noticed from Horizons email disclaimer that Horizon is in actual fact four companies:-

Can you ask DECC to look into this for SANE as we suspect that the different companies are ways of E-on and RWE from protecting themselves if anything should go wrong with wither of the projects--whether that is before construction or if any accidents or terrorist activities occurred that would potentially cause large liabilities to the parent companies.

Effectively if either Oldbury or Wylfa was responsible for damaging swathes of Wales and England would Horizon be allowed to liquidate these companies and move on to another country?
